However, at the opening ceremony, Li Mengyan, the acting mayor of Tainan City, argued for the reason for the construction of the park. The city government commends historical celebrities regardless of their nationality. This kind of profession, regardless of party membership, as long as any celebrity who has contributed to Tainan will be commended and thanked.

Huang Zhaotang was born in Chigu, Tainan in 1932. He was the chairman of the "Taiwan Independent Founding Alliance". In 2004, he became the commander-in-chief of "2.28 million people holding hands to protect Taiwan". He died of illness in November 2011. Tsai Ing-wen said in 2013 that he missed Huang Zhaotang very much, saying that "you can ask him if you have anything before, and he will give an answer."

Liu Xiangping also said that Huang Zhaotang has a deep connection with Japan. Tsai Ing-wen also has a long history with Japan. The emotional connection between the two makes Tsai Ing-wen promote the so-called "postcolonialism" in commemorating Huang Zhaotang.
