Recently, Taiwan's "Ministry of Defense" put forward a report, which mentioned that the island's self-built armament facilities involved "infiltration" and "secret theft" of the mainland. Experts believe that it is not important whether the technology itself is advanced or not. "The most important thing is that the Taiwan authorities should stop using the so-called secret leakage to smear the mainland with ulterior motives."
According to a report by Taiwan's United News Network on the 24th, Taiwan's "Ministry of Defense" submitted a "Report on the Implementation Effectiveness of Defense Manufacturers' Security Investigation and Confidentiality Audit" to the "Legislative Yuan". According to the report, for armament production units, a "safety inspection workstation" focusing on defense manpower is established in the "Military Security Corps", which consists of a personnel inspection group, a confidentiality evaluation group, a northern inspection working group, a central inspection sub-group and a southern inspection team. The inspection working group and other units are assigned to the "Political Operations Bureau of the Ministry of National Defense" according to the characteristics of the task, and are responsible for carrying out special responsibilities such as security investigation, confidentiality evaluation and on-site audit of "defense manufacturers" personnel. Among them, the inspection teams in the northern, central and southern regions have been stationed in the project offices of "Xinxin Campus of the Chinese Academy of Sciences", "Taichung Hanxiang Company" and "Kaohsiung Taiwan Shipping Company", and implemented safety inspections and audits by using the mobile project resident mode. Tasks, specializing in interviews with manufacturers in various regions and interviews and audits of confidential manufacturers. The
report said that in response to the needs of "self-made fighter aircraft", " submarine self-made" and new weapons development needs, the manpower demand of " Chinese Academy of Sciences " and related manufacturers has increased. In order to ensure the "safety and purity" of these personnel, as well as the compliance of contractors' facilities and information with security management and control standards, the "political and war situation" conducts in-depth security investigations on secret personnel in accordance with the principle of "check first and then use". So far in 2021, 245 cases and 3,648 people have been checked. Among them, 69 people have been denied the qualification to participate in the project due to factors such as "land-related relationships" and "failure to fill in the personal safety questionnaire honestly". At the same time, 186 cases of violations have been reported by pickets during this period, "immediate improvement and punishment in accordance with the contract, elimination of major violators, restricted access to secrets, and ensured the maintenance and security of secrets." The report
also mentioned that in order to strengthen the financial background of the cooperative manufacturers and prevent the "infiltration of mainland capital", so far in 2021, a total of 97 cases of dangerous situations have been reported on the island, among which the manufacturers are targeted with "counterfeit products, mainland products, altered products". High-risk behaviors such as certificate of origin, delivery, etc., shall be reported to the procuratorial authority, and the contract shall be investigated or terminated according to law. As for the personnel of Taiwan's "Chinese Academy of Sciences", from 2022, the entire hospital will be controlled by the border control, and they will cooperate with the "National Security Bureau" project work.
In fact, the "Chinese Academy of Sciences" has always been the focus of the DPP authorities because of its mastery of Taiwan's weapon technology. In April this year, Taiwanese media disclosed that Taiwan's "Ministry of Justice" amended the "National Secrets Protection Law" and planned to include "administrative legal persons" in the category of secret agencies.
"Administrative legal person" refers to a public legal person established by law other than the government and local self-governing bodies, by the government and business competent authority to carry out specific public affairs. Taiwan currently has five administrative legal entities, including the Chinese Academy of Sciences, the Sports Training Center, the Disaster Prevention and Rescue Technology Center, the Performing Arts Center, and the Residential and Urban Renewal Center. In April 2014, the "Chinese Academy of Sciences", which originally belonged to the "Armament Bureau of the Ministry of National Defense", was changed to an administrative legal person. However, in recent years, the situation on both sides of the strait has been severe. The DPP authorities believe that "the Chinese Academy of Sciences has become one of the key infiltration targets in the mainland." In 2020, Taiwan's "Ministry of Defense" requested the "Ministry of Justice" and Taiwan's "High Prosecution Service" to include the "Chinese Academy of Sciences" as a "paramilitary agency" on the grounds of security concerns.
In addition, Taiwan's "Ministry of National Defense" and "Ministry of Justice" also amended the "National Security Law" to upgrade "core key technology business secrets" to the "national security" protection level, which is clearly defined as those who steal Taiwan's core key technology secrets from overseas and mainland China. The maximum penalty is 12 years, and if the crime amount exceeds NT$100 million, the maximum fine is 1 billion yuan; the maximum penalty for stealing secrets for use abroad, in the mainland, and other places, the maximum penalty is 10 years.
At the same time, the DPP authorities have recently stepped up their investigation of so-called "communist spies". According to Taiwan's "China Times" report, in late June, a Hong Kong businessman was accused of being assigned by mainland intelligence staff to Taiwan to recruit retired Air Force Major General Qian Yaodong and retired Lieutenant Colonel Wei Xianyi to develop an organization in Taiwan, and tried to recruit a number of retired Taiwanese. The generals, including the former "Air Force Commander" Shen Guozhen, and the former "Deputy Minister of Defense" Zhang Zheping. After the investigation by the Taipei Prosecutor's Office, they believed that Zhang and Shen had not been absorbed, and 6On March 24, Qian and Wei were prosecuted for the crime of developing an organization under the "National Security Law", and a wanted Hong Kong businessman was issued. In late July, Taiwan media also claimed that Du Yongxin, a retired lieutenant colonel of the Taiwan Air Force, was recruited by mainland intelligence personnel, mainly to win over the active duty lieutenant colonel in Taiwan, hoping to "passive non-resistance" when there is a war in the Taiwan Strait in the future.
However, many "communist espionage cases" investigated and handled in Taiwan have been criticized and considered to be out of nothing. Five people, such as Taipei City Councillor Hou Hanting and New Party spokesman Wang Bingzhong and Lu Sheng Zhou Hongxu, were accused of being indicted by the mainland instructing the development of an organization in Taiwan. All five were acquitted in the first instance. In May of this year, " Taiwan High Court " rejected the prosecution's appeal and still acquitted 5 people, but Taiwan's " High Prosecutor's Office " still insisted on appealing for the third instance. Many comments from
questioned whether Taiwan's military secrets are really worth stealing? Military expert Song Zhongping explained the "worries" of the DPP authorities in an interview with a reporter from the " Global Times " on the 25th. He said that this "concern" is divided into two aspects. On the one hand, although the Tsai authorities claim to be "self-made", many technologies are not actually Taiwan's own. Taking submarines as an example, many of the related technologies in it come from the United States, Japan and other places. These countries require Taiwan to abide by confidentiality agreements. On the other hand, it is not the technology itself, but the parameters behind the technology. "These technologies themselves may not be advanced, but their parameters reflect the combat effectiveness of Taiwan's submarines." That is to say, once the parameters of these submarines are leaked, their combat effectiveness will be zero.
Regarding the DPP authorities' continued smearing of the mainland's stealing of its secrets, Song Zhongping believes that the mainland's submarine technology has long been at the world's leading level, and Taiwan's submarine technology is simply irrelevant. "Whether the relevant departments and insiders on the island will leak, then you have to ask the Taiwan authorities themselves, rather than smear the mainland with ulterior motives."
