This congress was held from July 27th to 29th, and a new provincial-level trade union leadership team will be elected. Nearly 70% of the 292 representatives of the 10 delegations will be from the grassroots.

Reporters interviewed at the venue and found that for the future work of trade unions, many representatives are concerned about the topic of building an army of knowledge-based, skilled, and innovative workers in Hunan. They suggested that the trade union is the bridge and link between the party and the masses of workers, and it is necessary to care about the physical and mental health of the workers, and to strengthen the training of innovative and highly skilled personnel.
Li Yamin, director of the Technology R&D Department of the Infrastructure Company of China Hydropower Eighth Bureau, believes that he hopes that the trade union can pay more attention to the physical and mental health of frontline employees, increase professional and skill training, and open up the promotion channel for skilled workers. Zeng Xiaoyan, chairman of the labor union of the Provincial Seismological Bureau, said that as a grassroots labor union, it takes serving employees as its own responsibility, and continuously enhances employees' sense of happiness and gain.
For five years, the provincial-level labor unions have adhered to the concept of implementing the basic level and relying on the basic level, and comprehensively strengthened the construction of basic level labor unions. The representative structure of this congress is broadly representative. Among the 292 representatives, current trade union cadres and trade union activists account for 69.86%, provincial and provincial advanced models 33.56%, first-line industrial workers 13.36%, and teaching and research personnel 9.93 %, fully embodies the grassroots concept.
