According to the provisions of Articles 8, 9 and 10 of "Film Production" in Chapter II of the "Film Management Regulations":

Article 8 The establishment of a film production unit shall meet the following conditions:

(3) has a definite business scope;

Approval of the establishment of film production units shall not only comply with the conditions listed in the preceding paragraph, but also comply with the plans for the total number, layout and structure of film production units formulated by the administrative department of radio, film and television under the State Council.

Article 9 The application for the establishment of a film production unit shall be reviewed and approved by the film administrative department of the people’s government of the province, autonomous region, or municipality directly under the Central Government where it is located, and then submitted to the radio, film and television administrative department of the State Council for approval. The application should state the following:

(1) the name, address and economic nature of the film production unit;

(2) the name, address, nature and competent authority of the sponsor of the film production unit;

(3) The name, address, and qualification certificates of the legal representative of the film production unit;

(4) The source and amount of funds of the film production unit.

Article 10 The administrative department of radio, film and television under the State Council shall, within 90 days of receiving the application for establishing a film production unit, make a decision of approval or disapproval and notify the applicant. If approved, the Radio, Film and Television Administration Department of the State Council shall issue a "Film Production License", and the applicant shall go to the State Council Administration for Industry and Commerce to go through the registration procedures with the "Film Production License" and obtain a business license in accordance with the law; if it is not approved, the reasons shall be explained. .
