In January 2023, the Shenzhen Municipal Health Commission issued a notice on the official website regarding the “Shenzhen Municipal Child Care Subsidy Management Measures” (hereinafter referred to as the “Measures”) Open for comment. According to the "Measures", Shenzhen plans to issue childcare subsidies to citizens in a differentiated and progressive manner. The second child can receive a total of 11,000 yuan, and the third child can receive a total of 19,000 yuan.

The so-called childcare subsidies in the "Measures" include two categories: one-time maternity subsidies and childcare subsidies issued yearly. According to the number of children a couple has, the following payment method is adopted:

For those who give birth to their first child, a one-time maternity subsidy of 3,000 yuan will be provided after the birth is registered. In addition, a childcare subsidy of 1,500 yuan will be provided every year until the child reaches 3 years old.

If a second child is born, a one-time maternity subsidy of 5,000 yuan will be provided after the birth registration is completed, and a childcare subsidy of 2,000 yuan will be provided every year until the child reaches 3 years old.

If a third child is born, a one-time maternity subsidy of 10,000 yuan will be provided after the birth registration is completed. In addition, a childcare subsidy of 3,000 yuan will be provided every year until the child reaches 3 years old.

The above subsidy standards are not high nationwide. For example, in Xishan District, Wuxi City, Jiangsu Province, the maternity incentive policy implemented in January this year stipulates that the maximum reward for families with two children is 15,000 yuan, and the maximum reward for families with three children is 40,000 yuan. The trial period of the policy is three years.

According to the reporter's understanding, the "Measures" have collected many opinions from all walks of life, and relevant parties in Shenzhen are stepping up research.

It is worth mentioning that in the year when the "Measures" were drafted (2022), the permanent population of Shenzhen decreased by nearly 20,000 compared with the previous year. This was also the first time in the history of Shenzhen that the number of permanent residents dropped, which once caused concern. However, this situation quickly changed. The 2023 Shenzhen National Economic and Social Development Statistical Bulletin shows that the city's permanent population at the end of the year was 17.7901 million, an increase of 128,300 from the end of the previous year.

In June 2023, the "Implementation Opinions on Further Improving and Implementing Active Fertility Support Measures" jointly issued by 17 departments including the Guangdong Provincial Health Commission and the Development and Reform Commission proposed to strengthen active fertility support policies such as taxation and economic subsidies, and support conditional birth control measures.
