After arriving in Cambodia, members of the organization will force the victims to engage in telecommunications fraud for the Cambodian Telecom Fraud Group. If they do not comply or perform poorly, they will be beaten, shocked and tortured.

After the trial, the court held that Li Zhenhao and other nine people were in their prime and had the ability to make a living through legitimate work, but they did not want to make a living through legitimate work. In order to obtain high profits, they seriously endangered personal legal interests and public security, which was a serious crime. Four of them, including Li Zhenhao, all denied the crimes they committed and even made excuses, apparently showing no remorse.
