In fact, as early as the evening of April 19, the town's three-prevention office was always paying attention to the changes in water levels and the safety of the villagers, until the district's three-prevention headquarters activated the Beijiang Embankment Sanshui District Level III emergency response for flood disaster prevention in the defensive section. In view of the fact that some residents in the island were not aware of the serious flood control situation and were unwilling to evacuate, under the leadership of the main leaders of the town, staff from the Liuzhai and Xihe village committees were divided into three groups to jointly investigate the villagers living in Lubaozhou. He also persuaded villagers to relocate to ensure that no household or person was left behind.

After receiving the report, Lubao Police Station responded quickly. Officer Zhu led two auxiliary police officers to put on life jackets and rushed there. After finding the cattle trapped in the water based on clues provided by the masses, police and auxiliary personnel jointly alerted the masses, waded through the water to catch all the trapped cattle on the ferry, and moved them to a safe area. Before Officer Zhu and the auxiliary police officers could take a breath, another message came from the Xihe Village Committee that they needed to assist in the transfer of 10 people.

Since April 20, all police officers from Lubao Police Station have been mobilized and gone all out, keeping more than half of the police force on standby every night to cooperate with the town committee and town government in carrying out flood prevention work such as patrolling dykes, rescuing people, and assisting in transfers. Every day More than 15 police auxiliary personnel were dispatched to patrol embankments every day, and 6 personnel were invested to participate in the security of resettlement sites.
