He is a famous and influential monk at home and abroad, the president of the World Buddhist Sangha Association and the founder of Xuanzang University .
Elder has a great memory since he was a child, and he almost never forgets to read. He became a monk at the age of nine in Fahua Temple, Xiahema Village, Beimen, Taizhou, Jiangsu (now Fahua Temple, Taizhou). At the age of five, he went to Guangxiao Temple Buddhist College in Taizhou to study. Always at the top of the class. In 1947, he was fully ordained at Gulin Temple in Nanjing, and studied in Qixia Buddhist College in Nanjing and Jing'an Buddhist College in Shanghai. In 1961, he traveled east to Fusang, studied abroad at Rissho University in Tokyo, Japan for eight years, obtained a master's degree in literature, and completed a doctoral course. He has successively served as the academic director of Taixu Buddhist College in Taiwan and a lecturer in the Philosophy Department of Cultural University. In 1970, he founded the Fazang Buddhist Institute and served as its president.

Since 1977, Elder Lie has served as Secretary-General of the Buddhist Association of China in Taiwan for fifteen years. In 1986, the World Buddhist Sangha Association held its fourth conference in Bangkok, Thailand. The president, Elder Bai Sheng, nominated the middle elder as the Chinese secretary-general, and together with the English secretary-general, Dr. Wei Bo Lasala, promoted the conference affairs of the World Buddhist Sangha Association . In 2000, the Seventh Congress of the World Buddhist Sangha Association was held in Taiwan, and Elder Li was honored as the president of the World Buddhist Sangha Association.
In 1997, Elder Li founded Xuanzang University. At the beginning of the school, he was greatly assisted by lay Buddhist Zhao Puchu, then president of China Buddhist Association . Zangzang Relic Group” went to Linggu Temple in Nanjing to welcome the “Piece Bone Relic of Master Xuanzang Tripitaka” back to Taiwan, and enshrined it in the “Tripitaka Hall” of the Baisheng Memorial Building of Xuanzang University, as the treasure of the town school.
On April 22, 2020, the Elder Lie, with an extremely solemn heart, handed over the original parietal bone relic of master Xuanzang , who was invited by Linggu Temple in Nanjing, to the current chairman, Venerable Xingguang, in person.
Since 1988, the elders of Liao have returned to the motherland many times to seek their roots and pay homage to their ancestors. In April 2001, Elder Li Zhong presented a Burmese Suet Jade Buddha to Fahua Temple, the ancestral temple, with a height of 1.3 meters and a weight of 450 kilograms; on October 24 of that year, he personally presided over the consecration ceremony of the Jade Buddha. In 2008, funds were raised to support the reconstruction of Fahua Temple. In 2010, Elder Liaozhong presented Fahua Temple with three gilded Buddhas, which were placed in the newly completed Daxiong Hall of the temple.
In 2013, Elder Lie led a delegation to visit the Buddhist Association of China. During the discussion, he expressed his gratitude to the Buddhist Association of China and the late Layman Zhao Puchu, the former president of the Buddhist Association of China, for their help and support during the preparation of Xuanzang University. Elder Liao Zhong said that over the years, the friendly exchanges between the Buddhist circles across the Taiwan Strait have achieved fruitful results, which is inseparable from the support of the Chinese Buddhist Association for the exchanges and cooperation between the Buddhist circles across the Taiwan Strait.
