Xinhuanet, Beijing, August 28. my country's civil defense work is inseparable from the people's lives. What measures are taken by the civil defense department to address the problem of underground residents? How to solve the evacuated underground space? Liu Baojie, director of the Beijing Civil Defense Bureau, was a guest in an interview with Xinhua, and talked freely about how civil defense projects can benefit the public and other topics.
Moderator: In response to the problem of scattered tenants, what measures have the civil defense department taken?
Liu Baojie: Simply put, in one sentence, it is to adopt comprehensive measures to prevent rebound. Specifically: First, establish an inspection mechanism. The second is to lock the doors of the civil air defense projects that have been cleared. The third is that each district adopts scientific and technological means for scientific and technological prevention. Fourth, we have put forward a concept of "double nothing", that is, there is no increase in the hidden dangers of underground space safety and the scattered people in underground space, which is called "double nothing". Strictly control the threshold of underground space use permits. All applications for residential projects will not be approved. Any underground hotels and dormitories whose contracts have expired will not be extended after the contract expires, and they will all be retracted to realize underground space residential projects. No new additions. The underground space I am talking about here refers to two parts, one is an ordinary basement, and the other is a civil air defense project.
Moderator: How to solve the vacated underground space?
Liu Baojie: This question is well raised. In fact, underground space is a precious resource. We have established a collaboration mechanism with planning, housing and construction, industry and commerce, fire protection, and commercial committees. We are further strengthening the research on the reuse of underground space. According to the design function of underground space, we clarify the direction, proportion and standard of various underground spaces for public welfare use, and improve the approval Permit threshold, one step is to improve the system and mechanism of suitable and orderly development and utilization of underground space, mainly used to supplement urban functions, highlight public welfare use, strengthen convenience orientation, and actively carry out pilot projects for public welfare utilization of civil air defense projects. For example, in Chaoyang District, the "Meijia Meiku" established by the underground civil air defense project is to study the use of the underground space cleared to solve the problem of difficult storage for the residents of the community. The cultural activity center of Financial Street Community in Xicheng District is also a place to explore the use of civil air defense projects to provide cultural, sports, recreation and activities for community residents.
