After taking office, Zhu Lilun, chairman of the Chinese Kuomintang, has actively promoted the "Same Boat Plan" in hopes of strengthening the Kuomintang. Today's Central Committee is expected to pass the draft, relax the party discipline regulations, and call on party members to return to their natal homes. Party officials said that Fu Kunqu, a "legislator" without party affiliation, will be able to return to the KMT through the same boat plan in the future.

It is understood that the Central Committee of the KMT will discuss the draft "Tongzhou Plan Project - Special Measures for Party Members of the National Bank of China to Return to Their Parents" in the afternoon. Party officials said that if the draft of the Tongzhou plan is passed at the mid-afternoon meeting, Fu Kunqi's restoration of party membership will follow the Tongzhou plan and return to the Kuomintang smoothly in the future.

The people in the blue camp said that Fu Kunqu ran for the Hualien county magistrate in 2009 as a non-party member. During the acting chairman of the Kuomintang last year, Lin Rongde, he hoped to return to the party through the proposal of the Standing Committee of the Central Committee of the Communist Party of China. However, some people in the party strongly opposed it.

Party officials mentioned that in the past, the reinstatement of party membership had to be reviewed by the Disciplinary Committee, but in the future, as long as the relevant regulations of the "Same Boat Plan" are met, the party membership can be restored without going through the Disciplinary Committee. Therefore, it is self-declared to quit the party Taipei city councilor Zhong Xiaoping, and Li Jinying, who violated discipline and ran for "legislator" in 2020 and was expelled from the party, can return to the Kuomintang if they meet the requirements of the "Same Boat Plan".
