The charges brought by the People's Procuratorate of Chengdu City, Sichuan Province: From 2002 to 2022, the defendant Ji Guogang used his position as assistant inspector of the Investment Department of the former National Development Planning Commission, assistant inspector and deputy director of the Fixed Asset Investment Department of the National Development and Reform Commission, Tibet Member of the Party Leadership Group of the People's Government of the Autonomous Region, Secretary and Director of the Party Leadership Group of the Development and Reform Commission of the Tibet Autonomous Region, Chairman of the Tibet Development Investment Group Co., Ltd., Deputy Director of the Standing Committee of the People's Congress of the Tibet Autonomous Region, etc., or taking advantage of the convenience created by their powers and status, Through the actions of staff from other countries in their duties, they sought benefits for relevant units and individuals in terms of project contracting, project approval, equity transfer, etc., and illegally received property directly or through their relatives, totaling more than 43.98 million yuan. From 2016 to 2021, when Ji Guogang served as the chairman and legal representative of Tibet Development and Investment Group Co., Ltd., as a staff member of a state-owned company, he engaged in malpractice for personal gain and abused his power, causing particularly heavy losses to national interests. The procuratorate requested that Ji Guogang be held criminally responsible for bribery and abuse of power by state-owned company personnel.
During the trial, the procuratorate presented relevant evidence, the defendant Ji Guogang and his defender conducted cross-examination, and the prosecution and defense fully expressed their opinions under the auspices of the court. Ji Guogang made a final statement and expressed his guilt and repentance in court. At the end of the trial, the court adjourned and announced the verdict at a later date.

Public information shows that Ji Guogang was born in August 1962 in Yanji, Jilin. He is a Ph.D. in economics. After graduating from the Geology Department of Changchun Institute of Geology in 1983, he joined the State Planning Commission as a cadre of the Geology Department of the Land and Resources Bureau. Three years later, he was appointed as the deputy secretary of the Youth League Committee of the State Planning Commission. In 1988, at the age of 26, he was promoted to the Secretary of the Youth League Committee of the State Planning Commission. More than three years after arriving in Tibet, in January 2016, Ji Guogang was elected as deputy director of the Standing Committee of the People's Congress of the Tibet Autonomous Region. He also served as deputy secretary and director of the Party Leadership Group of the Autonomous Region Development and Reform Commission. In November of that year, he concurrently served as secretary of the Party Leadership Group of the Autonomous Region Development and Reform Commission until he was dismissed.
Ji Guogang was investigated on November 16, 2022, "double opened" on May 16, 2023, arrested on June 2 of the same year, and prosecuted on September 1.
