After investigation, Li, Liu and others colluded with overseas casinos. In the name of "good money" and "consumption stimulation", they recruited "guests" from China to Myanmar to engage in illegal activities such as gambling, drug abuse, and prostitution. And promised to "reimburse travel expenses" for stowaways. Most of the "guests" they attracted had a history of "pornography, gambling and drug addiction" in China. They were afraid of being cracked down by the public security organs, so they had the idea of "looking for excitement" abroad.
