Li Jiachao welcomed Minister Wang Xiaoping and his delegation to visit Hong Kong to attend a series of activities of the "Hong Kong·Global Talent Summit". He said that "grabbing and retaining talents" is one of the policy priorities of the current SAR government. The two-day summit starting tomorrow is hosted by the Hong Kong Talent Service Office established by the SAR government last year. Li Jiachao pointed out that the SAR government has been actively attracting talents from home and abroad to come to Hong Kong through different policies and measures. As of the end of March, a total of about 290,000 applications had been received for various talent entry programs, of which nearly 180,000 were approved, and more than 120,000 talents have arrived in Hong Kong. Li Jiachao thanked the central government for supporting the policy direction of the SAR government and launching a number of measures to support Hong Kong talents. According to the decision previously issued by the National Immigration Administration, the "six policies" measures for entry and exit management will be implemented to facilitate people and enterprises from May 6, involving optimizing application procedures, extending the period of stay, etc. This measure has been implemented on a pilot basis in 20 cities. As one of the pilot cities, Shenzhen has realized the "full online process" of replacing and reissuing entry documents.

Yau Ying-wah said that in the face of the complex and ever-changing global economic environment, Hong Kong's economy has encountered many challenges in recent years. Qiu Yinghua pointed out that since 2012, the SAR government has provided credit guarantees to small and medium-sized enterprises through the "Small and Medium Enterprise Financing Guarantee Scheme" to assist small and medium-sized enterprises in obtaining commercial loans. Since then, the plan has been optimized many times, including increasing the maximum loan amount, extending the guarantee period, and increasing the total amount of credit guarantees.As of the end of March this year, the program had approved a total of more than HK$270 billion in loans, benefiting nearly 62,000 companies and 780,000 employees, alleviating the wave of closures and employee layoffs among small and medium-sized enterprises affected by the epidemic.
Qiu Yinghua said that the SAR government has also been helping small and medium-sized enterprises to develop markets through the "Special Fund for Brand Development, Upgrading and Transformation, and Expanding the Domestic Market" ("Bud Special Fund"). In addition, in the face of the rapid development of global e-commerce business, in order to help enterprises seize e-commerce opportunities, the SAR government has established an "E-commerce Development Task Force" to coordinate relevant policies and will launch a series of measures this year: including one expected to be launched in July In August, "E-Commerce Easy" was launched under the "Bud Special Fund", which provides subsidies of up to NT$1 million per small and medium-sized enterprise to promote e-commerce projects; and in August, the "Hong Kong Goods Festival" was held on mainland e-commerce platforms to assist small and medium-sized enterprises. Hong Kong Monetary Authority President Eddie Yue also mentioned in his speech at the forum that the series of financial support measures provided by the Hong Kong Monetary Authority and the banking industry for small and medium-sized enterprises reflect their determination to work together with small and medium-sized enterprises. These include the "interest-free principal repayment" plan launched at the beginning of the epidemic, which benefited 19,000 small and medium-sized enterprises. In March this year, the Hong Kong Monetary Authority and major banks announced nine support measures, benefiting more than 3,000 companies. Banks provided credit support to 1,100 of these companies, involving an amount of more than HK$4 billion.
Visitors to Hong Kong during the "May Day" Golden Week increased by 20% year-on-year
