On July 1, 2023, the "Several Provisions on Exemption from Compulsory Product Certification in Pudong New Area of Shanghai" (hereinafter referred to as the "Several Provisions") were officially implemented. As the country's first management measure in the area of CCCC exemption, the CCC exemption in Pudong New Area Reform and innovation measures should be institutionalized in the form of legislation. Up to now, Pudong has issued nearly 80,000 CCCC exemption certificates, with an amount exceeding 2.5 billion yuan, serving more than 500 enterprises in Pudong, and benefiting more than 6,000 users in the Yangtze River Delta.

According to information at the event site, since the implementation of "Several Provisions" for nearly 10 months, the effect of the Pudong CCCC exemption reform has continued to expand, and seven reform results have been formed, in order to continue to promote the Pudong strategy Improve the quality of emerging industries and contribute to the development of new productive forces.

"Several Provisions" granted Pudong ccc the authority to identify enterprises with convenient channels without application. With the support of the State Administration for Market Regulation, Pudong has broken through the restrictions on the number of applications and service life, and has provided services to abb Engineering, Tesla (Shanghai), Roche Diagnostics, and Roche Diagnostics. Five companies including Kwell Automation and Jaguar Land Rover (China) have newly opened CCC free and convenient channels. At present, the number of convenient access enterprises in Pudong has reached 16, accounting for nearly 3/4 of the city. The number of exempted products released through the convenient channel with "zero waiting" jumped from about 4,000 pieces (batch)/year to about 8,000 pieces (batch)/year, and the proportion of the total number of certificates (releases) jumped from 30% to 60%. Taking Roche Diagnostics as an example, since 2023, it has imported 236 batches of tens of thousands of medical device parts for maintenance through the CCCC exemption trade facilitation policy. The convenient channel policy has saved Roche 60% of its parts import time, greatly improved the efficiency of imported parts supply, and reduced labor and logistics costs.

"Several Provisions" clearly authorizes Pudong to carry out pilot testing of CCC-exempt special-purpose imported products. Products that pass the test can be produced and used in specific areas. At this event, 3 exemption certificates for the imported product testing pilot were issued, including 2 for imported home appliances under the "commercial display" clause, and 1 for low-voltage electrical products under the "imported parts and components required for the export of complete machines", both of which were It is the first in the country to develop CCC-free testing category.
Achievements 3: is the first government-enterprise system connection, bringing more convenience to enterprises with high-efficiency supervision. During the

The market supervision system at the certification end automatically issues certificates, the customs system at the port end automatically verifies and releases, and the user-end enterprises upload and write off automatically. Through credit classification management and digital links, full-process smart supervision of imported CCC-free products is realized.
