In the bribery case, the defendant Zhang Wenfu was sentenced to ten years and six months in prison and fined RMB 1 million for accepting bribes. He was sentenced to three years in prison and fined RMB 200,000 for taking advantage of his influence to accept bribes. , decided to execute a fixed-term imprisonment of 12 years and impose a fine of RMB 1.2 million; the property and interest obtained from the crime of the defendant Zhang Wenfu shall be recovered in accordance with the law and turned over to the state treasury.
After trial, it was found that from 2008 to 2022, the defendant Zhang Wenfu took advantage of his position as director of the Personnel Division, member of the Party Leadership Group, and Secretary of the Party Committee of the General Office of the Guizhou Provincial People's Government, as well as the convenient conditions created by his powers and status to provide relevant personnel with services. Provided assistance in project contracting, business operations, job transfers, etc., and illegally received property from others equivalent to more than RMB 10.09 million. From 2020 to 2021, after Zhang Wenfu retired, he took advantage of the convenient conditions formed by his powers and status as a member of the Party Leadership Group of the General Office of the Guizhou Provincial People's Government and Secretary of the Party Committee of the Guizhou Provincial People's Government, and through the official behavior of staff from other countries, he assisted relevant personnel in project contracting and construction. Seeking illegitimate benefits in terms of job transfers and other aspects, and illegally accepting property from others totaling more than RMB 9.11 million, of which RMB 9 million has not been actually obtained.
The Bijie Intermediate People's Court held that the defendant Zhang Wenfu's behavior constituted the crime of accepting bribes and using his influence to accept bribes. The amount was particularly huge and should be punished in accordance with the law. In view of the fact that some of Zhang Wenfu's crimes were attempts, he truthfully confessed the facts of the crime after arriving at the case, pleaded guilty and accepted punishment, and returned part of the stolen money.
