In September 2014, Zhang Jianghui received 1 million yuan in cash from Liu Jian.
Shi Feng and Wu Lin are self-employed businessmen. Seeing that the real estate market is booming, he started to think about the project. In the first half of 2014, a land plot in a paradise in central Liaoning was put up for auction. When the first trial of
opened, his defender argued that Zhang Jianghui surrendered himself and requested a lighter punishment. In this regard, the court held that although Zhang Jianghui voluntarily surrendered, he denied most of the facts of the crime of accepting bribes in court, so his behavior should not be deemed to have surrendered. Regarding the circumstances of his voluntary surrender and truthful confession of some bribery facts, during the investigation stage, he took the initiative to explain most of the bribery facts that the supervisory organ has not yet grasped, as well as the circumstances of refunding part of the illicit money before the incident, and the sentencing will be considered as appropriate. On April 26, 2021, the Shenyang Intermediate People's Court made a first-instance verdict that Zhang Jianghui was guilty of accepting bribes and sentenced to 12 years in prison and a fine of 2 million yuan. The illicit money of RMB 3.34 million was seized and turned over to the state treasury. The remaining illegal gains continue to be recovered. After the sentence was pronounced, Zhang Jianghui did not appeal.
In November of the same year, the Commission for Discipline Inspection and Supervision of Liaozhong District of Shenyang City organized the "Release Discipline with Cases" warning and education month activity, and released Zhang Jianghui's handwritten letter of repentance.
