On March 23, 1966, for the sake of confidentiality, the central government renamed the China-Pakistan Highway " Karakoram Highway ", the project code was 1601; and put forward specific requirements for the construction of the China-Pakistan Highway:

1, Xinjiang The military region is the preparatory unit;

2, the Xinjiang Communications Department is responsible for surveying, surveying and design tasks;

3, the construction team is formed by the Xinjiang Military Region Production and Construction Corps ;

4, the Xinjiang Military Region Road Engineering Corps Automobile Battalion undertakes the transportation task.

On March 25, 1966, 3,500 soldiers of the Corps who were building airfields in the areas of Hami, Hetian, and Aksu were urgently dispatched to accept the task of building a 420-kilometer Chinese road; In addition to transporting road construction officers and soldiers, 876 tents are also installed. The first detachment of the two engineering detachments of the Road Construction Headquarters was established by the Xinjiang Military Region Infrastructure Engineering Corps; the second detachment was established by the Xinjiang Military Region Production and Construction Corps.The detachment and repair brigade are mainly formed by the Corps, and the automobile detachment is jointly established by the Logistics Department of the Xinjiang Military Region and the Corps; the Xinjiang Communications Department is responsible for the surveying and mapping survey tasks, and dispatches 3 surveying and mapping teams to speed up the design and survey work.

On June 27, 1968, the Chinese road-building troop to Pakistan secretly passed through Khunjerab and entered Pakistan; the Chinese road-building troop to Pakistan consisted of the Third Engineering Division, the First Agricultural Division, and the Agricultural First Division of the Production and Construction Corps of the former Xinjiang Military Region. The 81 militia companies of the Second Division and the Third Agricultural Division are the backbone.

In addition, the divisions affiliated to the Corps also dispatched a large amount of supplementary labor. By October, the total number of road construction officers and soldiers had reached 10,000.
