The reporter learned that the purpose of the "horse racing" incentive mechanism is to speed up the implementation of the provincial key project construction, ensure the completion of the province's annual target of fixed asset investment, and promote high-quality economic and social develop. Incentive measures include land target incentives, local government special debt incentives, and central budget investment incentives. The province allocates a construction land quota of about 15,000 mu each year, and rewards cities and counties with incentives of 300 mu and 150 mu each quarter. Eligible projects are allowed to advance the land use quota in advance. Under the premise of complying with risk prevention, priority will be given to arranging incentives for eligible government investment projects in regions to issue local government special bonds. When arranging investment within the central budget in the field of urban construction, a 10% bonus will be given to eligible projects in the incentive area.
