3. Application conditions
(1) Application conditions for "talent enclaves" of R&D institutions
1. The applicant has actual controlling shares in the R&D institution. In principle, the R&D institution and the applicant should have the same main business field and R&D direction

(2) Application conditions for “talent enclaves” in the maker space category
1, the maker space declaration unit has actual control equity in the maker space;
2, has a certain scale of disposable incubation sites, has the basic conditions and maturity to conduct business Mode; can provide no less than 500 square meters of office space and basic facilities, provide entrepreneurial workstations, offices and public service venues with an area of no less than 80% of the total area of maker space, and provide work for teams planning to settle in our city. (3) Application conditions for "talent enclave" in the category of talent introduction workstations
1, the applicant has actual control over the talent introduction workstation;
2, the applicant has no less than 1 well-known local university, scientific research institute, innovative enterprise, Industry organizations sign a cooperation agreement;
3. The reporting unit must sign an employment agreement with local experts for more than 3 years, clarifying the rights, responsibilities and obligations of both parties, and the cumulative working time for the reporting unit is generally not less than 3 months each year;
4. The hired experts Applicants should have obtained a doctorate degree or hold a senior professional and technical position, with solid professional knowledge; and have at least 2 achievements in the form of research and development of new products, new technologies or intellectual property rights in the past three years.
4. Relevant requirements
1. The applicant unit shall submit the "Shijiazhuang City "Talent Enclave" Application Form" and the electronic version (PDF format) to the county (city, district) science and technology management department as required. The paper materials of the declaration form are required to be glued in 5 copies, printed on the front and back of A4 paper, and relevant certificatesThe stated materials require glued in duplicate. 2. The science and technology management department of each county (city, district) is the centralized management department of the "talent enclave". It should actively do a good job in the publicity, declaration and recommendation of the "talent enclave" within its administrative area, and conduct a survey of local enterprises. Enterprises that meet the reporting conditions must be aware of the policies and actively declare. After verifying the authenticity, validity, relevance and ownership of the application materials and relevant certification materials, sign and seal.
3. The science and technology management departments of the counties (cities, districts) shall submit the paper version, the scanned electronic version and the recommendation summary form of the declaration form to the Personnel Section of the Municipal Science and Technology Bureau before October 31.
