The "Regulations" has a total of 23 articles, including the purpose, scope, principles, commitments, standards for judging the integrity of goods, return procedures and requirements, supervision and management, etc. for unreasonable returns. It focuses on clarifying the principles of implementation, the scope of application, the operator's obligation to inform, the conditions and procedures for unreasonable returns, and regulatory requirements. All offline brick-and-mortar store operators with legal business entity qualifications in Jiangsu Province can participate voluntarily. In terms of the conditions and procedures for unreasonable returns, the time limit for return, the standard of goodness and imperfection of goods, the method of repayment, the bearing of freight and the exclusion of applicable situations are stipulated.

The "Regulations" clarifies that if consumers apply for unreasonable return of goods that they need to purchase for their daily consumption, they should submit the application to the operator within the time limit promised by the operator, with purchase certificates such as invoices. When returning goods, consumers should return the goods themselves, accessories and gifts together. Gifts include physical gifts, points, vouchers, coupons and other forms. If the gift cannot be returned, the operator may require the consumer to pay the gift price according to the price of the gift marked in advance. Tian Feng said that operators who return goods without reason should publicly display the logo of the unreasonable return commitment unit uniformly produced by the market supervision department, and the content of the commitment should be applicable to the scope of goods returned without reason, return conditions, return time limit, and return process. In terms of supervision, the "Regulations" propose that market supervision departments and consumer rights protection organizations at all levels in the province establish a dynamic directory database, and implement dynamic management of offline brick-and-mortar stores returning goods without reason. Encourage local governments to establish a system of advance payment for unreasonable returns, set up funds for advance payment of unreasonable returns, and establish an information platform for unreasonable returns to ensure that consumers receive refunds within 48 hours. After the promulgation of the "Regulations", consumers will be given more adequate right to choose and regret, effectively solving the problems of difficulty in returning goods and making claims for offline shopping, and at the same time optimizing the consumption environment and stimulating consumption growth.
