In the beginning, they often told the stories of community volunteers with villagers. Over time, many villagers have a sense of public welfare. Then they announced the formation of a volunteer team. Now there are 108 members.

On the basis of learning from the Taiwan model, through innovation and creativity, the village’s logo, green belt, and leisure and entertainment venues are designed and transformed, giving Shanglou Village new connotations. Not only that, but also actively carried out voluntary services with the help of a team of volunteers, and held activities such as "Send Warmth to the Nine Nine", "Meal with the Elderly", and "Free Medical Examination for the Elderly" to provide targeted poverty alleviation, caring for the elderly, and condolences to the needy old party members. Insured households and destitute households promote the spirit of voluntary service.
Shanglou Village also often organizes volunteers to "go out" to learn and exchange, and "bring in" good experience and talents to deepen the development of cross-strait social integration. In the past two years, four batches of outstanding volunteer representatives totaling more than 70 people have been sent to Taiwan to learn in-depth experience in community governance mechanisms, grassroots culture, industrial development, and the operation of community and volunteer organizations. At the same time, six groups of Taiwanese community volunteers and entrepreneurial youths came to Shanglou Village to participate in experiential exchanges. Activities such as community visits and highlights creation were held in Shanglou Village, which enhanced the friendship between grassroots people on both sides of the strait.

In April of this year, a Taiwanese cultural and creative team settled in Shanglou Village to transform the century-old old house in the village. While preserving the original taste of the building, it was planned as a community base, art gallery, cultural and creative product sales, homestay model houses and cultural relics. Hall and other spaces are called "Loutaihui".
This is the result of the co-construction and sharing of communities on both sides of the strait. It not only preserves the original soul of Shicuo Village, but also gives it new space and functions. In June of this year, on the opening day of the "Loutaihui", many young people from both sides of the strait gathered here. Huang Yushan from Taiwan composed a poem for the Loutaihui, expressing the joy of meeting upstairs: "The Pingtan River is always gurgling, representing Sustainable development can be achieved here."
The "Loutai Meeting" is a vivid epitome of the co-construction, sharing and integration of the grassroots across the strait in Shanglou Village. In September of this year, Pingtan launched the “Seven Tough Battles for 120 Days”. Shanglou Village took this opportunity to improve the environmental hardware, renovate the living environment, make up for the shortcomings of people’s livelihood, and create a better environment for cross-strait grassroots exchanges. It is understood that this year Shanglou Village has completed the construction of 450 standard three-cell septic tanks, established a domestic waste transfer and treatment mechanism, and deeply implemented the toilet revolution, with an investment of more than 800,000 Yuan implements village greening and environmental beautification projects, and constructs "triangular" green belts. At the same time, Shanglou Village is also focusing on optimizing the configuration of the village’s residential infrastructure, self-raising more than 2 million yuan to complete the smooth flow of water, electricity, roads, and traffic in the village, building village-level farmhouses, grid monitoring centers, etc., integrating the characteristics of Fujian and Taiwan Elements planning entertainment and leisure venues, cultural exchange venues. In addition, the village finance also provides financial subsidies to students who are admitted to the undergraduate course each year, subsidizing more than 400,000 yuan each year to pay the entire villagers' full payment of the new rural cooperative insurance fees. The village also raises funds for the construction of village-level health centers to strengthen the community Volunteer service teams, set up public security patrol teams to protect the community public security environment.
Not long ago, Shanglou Village was awarded the "Provincial Civilized Village", which was the first village in the experimental area to receive this honor. Today, the most subtle beauty of the village has been respected, and the friendship between the two sides of the strait "blooms everywhere." "Now the village is getting more and more lively. These Taiwanese friends are very good. We are all good sisters and good brothers." Talking about the changes in the village, villager Han Zhuying said.
