The Guangzhou Municipal Bureau of Planning and Natural Resources organized a series of activities to further publicize the national conditions and laws of my country's natural resources, guide the public to establish the concept of ecological civilization, establish a correct view of natural resources, and popularize the requirements of earth science knowledge. According to the bureau, in terms of the protection and utilization of natural resources, the "Guangzhou City Land and Space Master Plan (2018-2035)" organized by Guangzhou City has been sent to the Ministry of Natural Resources and the Guangdong Provincial Government for review. Guangzhou has also continuously improved the level of land conservation and intensive use. Compared with 2011, the city's land consumption rate has dropped by 39.4%.

In accordance with the Ministry of Natural Resources in Guangzhou, the municipal land and space planning was first tested and the relevant deployment was first tested. Guangzhou organized the preparation of the "Guangzhou Land and Space Master Plan (2018-2035)" (send Review) (referred to as the "Master Plan"), the plan has been revised and improved and is currently being reviewed by the Ministry of Natural Resources and the Guangdong Provincial Government.
The "Master Plan" implements the requirements of ecological civilization construction, grasps the good natural background of Guangzhou's "land and sea", strengthens the bottom line awareness, strictly manages and protects the natural ecological network, and optimizes the pattern of land space protection and development.
First, adhere to the bottom-line thinking, strengthen the bottom-line constraints, give priority to the red line of ecological protection, delimit permanent basic farmland, make overall plans for urban development boundaries, and establish a global spatial control system.
The second is based on the evaluation results of the resource and environmental carrying capacity and the suitability of land and space development, and the ecological, agricultural and urban spaces are reasonably determined.
The third is to conform to the natural geography of Guangzhou, relying on the natural resources of mountains, rivers, forests, fields, lakes and seas to build an ecological space network with important natural resource distribution areas as the main body, water systems and corridors as links, key ecological parks as nodes, and mountains and seas. Conserve the nine major ecological areas of the city, and build a regional-group-community three-level ecological corridor.
Fourth is to strengthen the consciousness of the “community of life” of mountains, rivers, forests, fields, lakes and seas, emphasizing the systematic thinking of ecological protection and restoration, taking the Pearl River system as the vein and basin space as the carrier to coordinate the nature of forests, rivers, lakes, reservoirs, wetlands, farmland, etc. Resource system protection, utilization and governance. Adapt to the requirements for unified management of natural resources, and clarify the core indicators, spatial layout, control and protection content, and governance requirements of important resources such as forests, water, arable land, wetlands, and sea areas.
The level of land conservation and intensive use continues to improve.
Guangzhou Planning and Natural Resources Bureau also introduced that Guangzhou adheres to the strictest land conservation system, fully implements the construction land "increased storage linkage" working mechanism, and continuously improves the level of land conservation and intensive use.
First, the land consumption rate in Guangzhou (the area of new construction land used for every 100 million yuan increase in GDP) has decreased from 13.67 hectares in 2011 to 8.29 hectares in 2018, a decrease of 39.4%, and the level of land conservation and intensive has increased significantly.
The second is Guangzhou's 2018 Comprehensive Index of Land Saving and Intensive Utilization, ranking second in the province and fourth in the country. Third, in 2018, Guangzhou Nansha District won the 2018 State Council Supervisory Incentive Award for 2500 acres of land plan indicators in terms of incentive measures "good results in land conservation and intensive use, less idle land and large demand for land".
Fourth is to actively implement the rectification requirements for routine land inspections, inspections, audits, etc., increase the intensity of idle land disposal, and in accordance with the work requirements of the Provincial Department of Natural Resources, carry out batches of unsupply and idle land for many years in the city Special rectification actions. In 2017, 2018, and 2019, all the tasks of disposing of unsupply and idle land issued by the province were exceeded.
Guangzhou has also carried out a lot of work in the rational use of underground and above-ground space. In the past two years, Guangzhou City has successfully sold 14 rail transit land with a land area of 188.87 hectares and a construction area of 4.8485 million square meters. Use the existing rail transit depots, parking lots and site facilities for comprehensive development, implement the "Metro + Property" development model, rationally use underground and above ground space, and create an integrated construction that organically connects rail transit functions and urban comprehensive service functions For the project, this measure not only revitalized the historical stock of land, but also optimized the layout of urban functions, enhanced the sustainable development of rail transit, and promoted the economical and intensive use of land resources.
