The State Administration of Radio and Television recently issued [2020] No. 10 "Notice on Further Strengthening the Management of the Creation and Production of TV Series Network Dramas" (hereinafter referred to as the "Notice"). The "Notice" has introduced clear new requirements and new measures in response to industry ailments such as the review process for the filing and review of TV dramas and online dramas, the "water injection" of TV dramas, and the "expensive remuneration" of actors.
In order to promote the serious creative attitude of production organizations, the "Notice" requires that the foundation of the drama be consolidated, the impetuous wind is eliminated, and the undesirable tendency to use the theme "staking land" and eager for quick success and quick gains shall be eliminated. At the time, the production organization must promise to the relevant radio and television authorities that it has basically completed the script creation.
In order to combat the phenomenon of "water injection" in drama series, the "Notice" proposed that TV dramas and online dramas should not exceed 40 episodes and the creation of short dramas within 30 episodes should be encouraged.
In order to curb sky-high film pay, the "Notice" requires that after the completion of the film review stage of the TV drama network drama, the production organization must submit a report on the production cost final account allocation ratio and a copy of the actor's pay contract to the relevant radio and television authorities for the record. The total remuneration of all actors in each TV series and web drama shall not exceed 40% of the total production cost, and the remuneration of the main actors shall not exceed 70% of the total remuneration.
