Zhong Yang was born in January 1972 in Ji'an, Jiangxi Province. He worked in Guiyang in his early years. In December 2018, he was transferred to Qiannan Prefecture and served successively as deputy governor, member of the Standing Committee of the State Party Committee, and executive deputy governor.
