In December last year, "lip-syncing" at Mayday's concert sparked heated discussions. Public opinion was divided as to whether lip-syncing existed. Some netizens recognized the evaluation results of the Weibo blogger and criticized Mayday for deceiving fans and viewers; others questioned the blogger's identification method, saying that "accurate singing is lip-synching, and inaccurate singing is true singing" to determine authenticity. The logic may not be reasonable, and the authenticity of the material is also questionable. Which one is true and which one is false can’t be decided at the moment.
After the Shanghai Municipal Bureau of Culture and Tourism Law Enforcement Corps intervened in the investigation, netizens continued to pay attention. A few days ago, the Law Enforcement Corps accepted an exclusive interview with a reporter from The Paper, describing the entire process of how to supervise this concert, how to collect evidence, and how to identify it.
Question 1: Last year’s Mayday Shanghai concert caused controversy. How did the Shanghai Municipal Bureau of Culture and Tourism Law Enforcement Corps manage these concerts?
Answer: During the eight Mayday Shanghai concerts from November 11th to 13th, November 15th to 16th, and November 18th to 20th, 2023, the Shanghai Municipal Bureau of Culture and Tourism Law Enforcement Team will follow the regulations of the Ministry of Culture and Tourism Large-scale commercial performance management mechanism to strengthen performance site management. For each performance, a number of cultural law enforcement officers at the city and district levels are arranged to supervise the whole process in the sound control area, verify actor information and performance programs on-site, urge the performance organizer to send dedicated personnel to supervise singing and performance activities, and make records for future reference. The record includes the name of the actors, the band, the repertoire and the basic situation of the singing and performance process, and is signed and confirmed by the person in charge of the performance organization and the supervisor.
Question 2: After "lip-syncing" sparked online discussion, how did you verify it?
Answer: After discovering that there was a heated discussion about "lip-syncing" on the Internet, we immediately took measures to investigate and inquire about the performance organizer, performance venue, and on-site sound control engineer, and retrieved the entire video and audio of the on-site law enforcement recorder, as well as the organizer Provide on-site supervision records and other information to conduct a comprehensive investigation.
Question 3: Is there lip-synching? How do you identify it?
Answer: According to Article 26 of the "Implementation Rules of the Regulations on the Administration of Commercial Performances", lip-synching and fake playing refer to the behavior of actors using pre-recorded songs and music instead of live singing and playing during the performance. After obtaining relevant evidence and materials, we immediately conducted verification according to standardized procedures and invited social experts to participate in discussions to analyze and provide professional opinions on the full video and audio data of the performance, on-site video and audio, etc. After verification, it was not found that the eight Mayday concerts held in Shanghai in November 2023 contained the situation of "using pre-recorded songs and music instead of live singing and performance" as mentioned in the above regulations.
Question 4: There are some subsequent updates to the online video. Have you noticed?
Answer: Yes, the owner of site B who testified about "lip-syncing" released another video on March 7 this year, saying that "when identifying lip-syncing, he did not confirm whether the sound source was correct." "Private individuals, identification The result is not legally binding" and so on, which caused heated discussions at the time, and the video was later deleted by him.
