On March 21, Ji Guogang, former member of the Party Leadership Group and Deputy Director of the Standing Committee of the People’s Congress of the Tibet Autonomous Region, was put on trial.
On the same day, the Intermediate People’s Court of Chengdu, Sichuan Province held a first-instance public hearing on the case of Ji Guogang’s bribery and abuse of power by personnel of a state-owned company.
Ji Guogang, born in August 1962, retired on November 16, 2022. He was the "first tiger" in Tibet who was dismissed after the 20th National Congress, and the fourth "tiger" who was dismissed after the 20th National Congress.
Ji Guogang has worked in Tibet for nearly 10 years and has been serving in the Development and Reform Commission of the Autonomous Region. During this period, he also served as deputy director of the Standing Committee of the Autonomous Region People's Congress for more than 6 years.
Two days before Ji Guogang was dismissed, on the morning of November 14, 2022, the 42nd meeting of the Standing Committee of the Eleventh People's Congress of the Tibet Autonomous Region opened.
At that time, Ji Guogang also attended the meeting as deputy director of the Standing Committee of the Autonomous Region People's Congress. But at the closing meeting on the afternoon of the 15th, Ji Guogang did not appear. The meeting on the morning of the 14th was the last time Ji Guogang appeared in public reports before his resignation.
On November 16, 2022, Ji Guogang was officially dismissed.
In May 2023, Ji Guogang was double-checked.
After investigation, Ji Guogang lost his ideals and beliefs, abandoned his original mission, seriously violated the Party's governance strategy for Tibet in the new era and new development concepts , wantonly abused central and local special funds, failed to implement major decisions and arrangements of the Party Central Committee, and failed to implement comprehensive and strict governance. The main responsibility of the party, caused serious political harm, resisted organizational censorship;
ignored the spirit of the eight central regulations, was greedy for pleasure, accepted high-end banquets arranged by private business owners for a long time, and used official vehicles with excessive equipment;
violated organizational principles and did not follow the rules It is stipulated to report personal-related matters, and use the authority and position influence to arrange work for relatives and others in violation of regulations;
accepts gifts and gifts in violation of regulations;
loses the bottom line of discipline and law, engages in power-for-money transactions, and uses the convenience of his position to assist others in project contracting, project approval, etc. Seeking profits and illegally receiving huge amounts of property;
abused his power and caused heavy losses to national interests.
Now, Ji Guogang is on trial. Prosecutors accused him of taking bribes and abusing power by state-owned company personnel.
The People's Procuratorate of Chengdu City, Sichuan Province charged:
From 2002 to 2022, the defendant Ji Guogang used his position as Assistant Inspector of the Investment Department of the former National Development and Planning Commission, Assistant Inspector and Deputy Director of the Fixed Assets Investment Department of the National Development and Reform Commission, Members of the Party Leadership Group of the People's Government of the Tibet Autonomous Region, Secretary and Director of the Party Leadership Group of the Development and Reform Commission of the Tibet Autonomous Region, Chairman of the Tibet Development Investment Group Co., Ltd., Deputy Director of the Standing Committee of the People's Congress of the Tibet Autonomous Region and other positions, or taking advantage of their powers and status. Conditions, through the actions of staff from other countries in their duties, seeking benefits for relevant units and individuals in terms of project contracting, project approval, equity transfer, etc., and illegally receiving property directly or through their relatives, totaling more than 43.98 million.
From 2016 to 2021, when Ji Guogang served as the chairman and legal representative of Tibet Development and Investment Group Co., Ltd., as a staff member of a state-owned company, he engaged in malpractice for personal gain and abused his power, causing particularly heavy losses to national interests.
This is the first official disclosure of the time and amount of money Ji Guogang made.
During the trial, Ji Guogang made his final statement and expressed his guilt and repentance in court.
