On the morning of January 21, Ren Zeping posted an article through the WeChat public account "Zeping Macro": "Since there is no cosmetic certificate and drug qualification for special functions, we have carried out the promotion of 'anti-hair loss' and the relevant departments require the regulation of Ren Shengze." In fact, the company behind "Rensheng Zefa", which Ren Zeping has always recommended, was fined 80,000 yuan by the Beijing Municipal Market Supervision Bureau for "false and misleading commercial promotion of the functions of its products." . As early as June last year, a reporter from Beijing Youth Daily had investigated the product and found that it was registered as an ordinary cosmetic. The registration information did not contain any of the "hair growth", "hair breakage reduction", "hair follicle repair", etc. that appeared in the promotion at that time. The relevant functions are only "cleansing" and "moisturizing".
The company behind Ren Zeping’s product “Rensheng Zefa” was fined for falsely advertising
Ren Zeping said on his Weibo and WeChat public accounts on January 19 and 21 respectively, “Because there are no cosmetic certificates and drug qualifications for special functions. , carried out the propaganda of 'preventing hair loss and growing hair', and the relevant departments requested to regulate the propaganda of Rensheng Zefa..."
posted these two articles not without reason. A reporter from Beiqing Daily inquired about the Qichacha App and found that Beijing Funakang Biotechnology Co., Ltd., in which Ren Zeping directly held 4.5% of the shares, was subject to Beijing market supervision for violating Article 8, Paragraph 1, of the Anti-Unfair Competition Law of the People's Republic of China. The Bureau imposed a fine of NT$80,000.
The penalty refers directly to the false propaganda of "Rensheng Zefa" that Ren Zeping started selling products last year.
According to the administrative penalty decision of the Beijing Municipal Bureau of Market Supervision, Funakang Company highlighted the promotion of fullerene and its other functions in cosmetics such as preventing hair loss and hair loss, which was inconsistent with the actual functions of its registered products.
Law enforcement officers inspected the site and found that the company began to highlight the anti-aging, whitening, and anti-degeneration effects of fullerene at its business premises in May 2023 by displaying a brochure titled "Hand in hand with the Chinese Academy of Sciences to pilot fullerenes." It is claimed that adding fullerene ingredients to cosmetics can also exert this effect. It claims that its registered cosmetics also have corresponding effects, which not only exceeds the registered effects of the products, but the company also fails to verify the related effects of its registered products.
Ultimately, the Beijing Municipal Administration for Market Regulation believed that the company’s above-mentioned behavior constituted false and misleading commercial promotion of the functions of its products.
Our reporter last year discovered that its product promotion was inconsistent with the actual registration.
And this problem has been investigated by Beiqing Daily reporters as early as June 2023 when Ren Zeping started to warm up "Rensheng Zefa" on Weibo. It was found that the propaganda and actual registration information were "incorrect".
A reporter from Beiqing Daily found that the product details page of "Rensheng Zefa" used on an e-commerce platform showed that the core ingredient of this scalp conditioning shampoo and essence is fullerene. In its product introduction, fullerene "can be affinity for free radicals, has a strong antioxidant capacity, while repairing cells and avoiding oxidative damage."
However, a reporter from Beiqing Daily found that in the efficacy claim of the shampoo and essence registration information, it was clearly stated that "the moisture content of the stratum corneum on the cheeks of the subjects was significantly increased, indicating that the test sample group 2 (fullerene group) can Increase the moisture content of the stratum corneum"... In other words, after passing the experiment, it only submitted the conclusion that the substance has a "moisturizing" effect. The only statement related to "cell activity" in the above-mentioned efficacy claim document does not refer to "fullerene" but refers to a 2009 document: "Panthenol has average moisturizing properties, but as a skin regulator, it promotes Cell activity helps a lot."
Not only that, at that time, a reporter from Beiqing Daily also found that in the shampoo product, its declared core ingredient "fullerene" was ranked outside the 20th place in the ingredient list, and it was also claimed to be "moisturizing" in the above-mentioned document. "Glycerin, which plays a role, is ranked fifth in the ingredient list. Among essence products, "fullerene" ranks 14th. In its efficacy claim,
clarifies that the shampoo's "fullerene content in the product formula is 0.001%, or 10ppm", and the fullerene content of this essence is 0.01%.At that time, this document also clarified that the registered functions of the shampoo product were "cleansing" and "moisturizing", and the registered function of the essence was "moisturizing", which had nothing to do with "hair growth".
It is said that the application for the certificate of cosmetics with special functions has been submitted. Part of the content of Ren Zeping's response is inconsistent with the penalty letter.
Although in two responses, Ren Zeping said that at present, the application for the certificate of cosmetics with special functions has been submitted, and the company (will) speed up the application in the future. schedule.
A reporter from Beiqing Daily learned that according to Article 16 of the "Regulations on the Supervision and Administration of Cosmetics", cosmetics claiming to have the effect of preventing hair loss should be registered as special cosmetics. The State Food and Drug Administration will no longer register them as special cosmetics from January 1, 2021. Accept registration applications for special cosmetics with hair growth effects. In addition, according to the "Specifications for Evaluation of Cosmetic Efficacy Claims" issued by the State Food and Drug Administration in April 2021, if you want to claim that the product itself has the effect of "preventing hair loss", you need to conduct a human efficacy evaluation test in accordance with relevant requirements.

The “anti-off” function does not seem to be what Ren Zeping wants. Starting from the beginning of 2023, Ren Zeping began to recommend a shampoo and hair care product containing fullerene through his Weibo, public account and other platforms, and said from his own experience that his hair volume increased after using it. On May 30, 2023, Ren Zeping promoted that: Rensheng Zefa's products can repair hair follicles. It is a technology developed by scientists from the Chinese Academy of Sciences for more than ten years... At present, the Weibo has been deleted. Even in the response, Ren Zeping still insisted on endorsing "Rensheng Zefa". He said in his Weibo on January 19, "You can Baidu to compare the before and after conditions of my hair."
Not only that, Ren Zeping on 19 In Rihe's response to "Ren Sheng Ze Fa" on the 21st, he asked the media to report "completely" and also directly quoted an unspecified 200-word statement "Relevant departments finally gave certain affirmation and encouragement to the company and technology." ". However, a reporter from Beiqing Daily inquired about the content of the penalty letter from the Beijing Municipal Market Supervision Bureau that has been disclosed so far. There is only one sentence and Ren Zeping's response in Chinese: "The party is a high-tech enterprise focusing on the research and application of fullerenes in the fields of innovative drugs and cosmetics." Relevantly, the statements cited by Ren Zeping that it has been tested for efficacy, has a certain effect, and “should be supported” do not appear.
