In total, there are 106 departments and institutes with zero registration rate for new students, of which 46 are master and doctoral programs. data, Taiwan's "Ministry of Education" has announced the registration rate of new students at the end of each year starting from the 2017 school year. The numbers of schools with registration rates of less than 60% in the past five years are 17, 9, 6, 12, and 7 respectively.

Among the departments with zero registration rate for new students in the 2021 academic year, 30 are bachelor’s programs, all of which are private schools, and most of them are technical colleges (ie universities of science and technology, technical and technical schools); 14 are in master’s programs; There are 32 doctoral programs, most of which are public universities, including Taiwan University, Chenggong University, , Yangming Jiaotong University and other top universities.

The registration rate reflects the difficulty of college admissions to a certain extent. In recent years, factors such as the closure of private schools, low birth rate and the continuation of the epidemic have made Taiwan's higher education enrollment work face challenges. According to official data, there were about 270,000 first-year freshmen in colleges and universities in the 2013 academic year, which decreased significantly after the 2016 academic year. Taiwan's "Ministry of Education" estimates that in the next 10 years or so, the number of first-year freshmen will decrease by an average of 3,600 per year, and it is estimated that by the 2028 school year, the number of new students enrolled will be only 162,000.

Taiwan previously stipulated that if the number of students does not reach 3,000 and the registration rate of new students does not reach 60% for two consecutive years, the "Ministry of Education" can request improvement within a limited period and special counseling. However, the authorities have amended the relevant regulations last year, and the enrollment rate is no longer an indicator for post-secondary schools.
