In recent years, my country has comprehensively promoted the reform of teacher management and implemented the statutory teacher qualification system. report pointed out that as of the end of 2020, there were 36.93 million people who had obtained teacher qualification certificates in my country. The scale of the teaching staff and the level of academic qualifications of teachers have been continuously improved. For example, from 1993 to 2020, the total number of full-time teachers increased from 10.9789 million to 17.9297 million, an increase of 63.31%. The proportion of primary school teachers with a bachelor’s degree or above increased from 0.18% to 66%, the proportion of high school teachers with a graduate degree increased from less than 1% to 11.47%, and the proportion of teachers with a doctorate in colleges and universities increased from 1.70% to 27.75%.
In terms of continuing to promote the reform of teacher education, my country has formed an open and flexible teacher training pattern with normal colleges as the mainstay and comprehensive universities participating. The report mentioned that there are currently 696 colleges and universities offering teacher education across the country, including 207 normal colleges and 489 non-teaching colleges, with 2,615,800 teachers majoring in students, providing sufficient teacher reserves for the development of national education. Huai Jinpeng said that China has comprehensively strengthened the construction of rural teachers, given priority to supporting the construction of teachers in shortage and weak areas, and promoted comprehensive and balanced development. In 2015, the rural teacher support plan was launched, accumulatively providing 1.03 million teachers for rural schools in the central and western regions, covering 22 provinces, more than 1,000 counties, and more than 30,000 schools in the central and western regions. In addition, the report also revealed that as of 2020, there are 5.198 million kindergarten teachers nationwide, an increase of 2.708 million over 2012; there are 66,200 special education teachers nationwide, an increase of 22,400 over 2012.
Huai Jinpeng pointed out that there are still many problems that need to be solved urgently in the construction of the current teaching team, such as weak links in the ideological and political work of teachers, the problems of teachers' morality and ethics, and the level of teacher training still needs to be improved.
