Recently, an APP named "Zhenrong" in the Android mobile phone system was operated in the name of Wenzhou Longwan District Zhenrong Investment Co., Ltd. Wenzhou Longwan District Zhenrong Investment Co., Ltd. (hereinafter referred to as "Zhenrong Company") was established on December 13, 2017. It is a state-owned enterprise in Longwan District and is located at 166 Wenchang Road, Science and Technology Park, Wenzhou High-tech Industrial Development Zone, Zhejiang Province. Room 201, with a registered capital of RMB 50,000,000, and its business scope includes investing in renovation projects and management of shanty towns (dilapidated houses) in Longwan District, urban construction, infrastructure, and real estate development. After discovering the above situation,
Zhenrong Company conducted a self-examination as soon as possible, and verified the material information it had mastered one by one. It is determined that there is no act of producing, publishing, or operating the "Zhenrong" APP by itself, authorizing, or entrusting a third party. The insurance certificates, business licenses (copies), financial licenses, and fund depository business payment and settlement service cooperation agreements displayed in the APP are all forged; the registered capital, business period, and official seal of the registration authority of the business license do not meet the most basic requirements for certificate production Regulations, fund depository business payment and settlement service cooperation agreements are also inconsistent with formal bank format contracts. Zhenrong Company has not obtained a financial license issued by the state, nor has it released any financial management projects in violation of regulations.
Zhenrong Company reported the case to the district public security organ on August 23. On August 31, Zhenrong Company published a "serious statement" on the fourth page of Wenzhou Business Daily, stating that Zhenrong Company had never released the "Zhenrong" APP for financing.
