According to CCTV news reports, on March 22, the Intermediate People’s Court of Dalian City, Liaoning Province held a first-instance public hearing on the case of He Zehua, a former party member and deputy director of the State Tobacco Monopoly Administration, of accepting bribes and using his influence to accept bribes.
The Dalian Municipal People’s Procuratorate accused: From 1998 to 2023, the defendant He Zehua successively used his position as a member of the Party Leadership Group and Deputy Director (Deputy Manager) of the Jiangsu Provincial Tobacco Monopoly Bureau (Company), Secretary of the Party Leadership Group and Director of the Anhui Provincial Tobacco Monopoly Bureau (Company), Manager, general manager of China Tobacco Anhui Industrial Company, member of the Party Leadership Group, and Deputy Director of the State Tobacco Monopoly Administration, etc., provide assistance to relevant units and individuals in business operations, business contracting, promotions, employee recruitment, etc., and illegally accept payments from others The total amount of property provided was equivalent to more than RMB 943 million.
From 2014 to 2016, after He Zehua resigned, he took advantage of the convenient conditions formed by his former positions as a member of the Party Leadership Group and Deputy Director of the State Tobacco Monopoly Administration, a member of the Party Leadership Group and Deputy Director (Deputy Manager) of Jiangsu Tobacco Monopoly Bureau (Company), etc., through The behavior of staff from other countries in their duties was to seek illegitimate benefits for relevant units and individuals in tobacco business contracting, bank deposit solicitation, etc., and illegally accepted property from others equivalent to a total of more than 1.47 million yuan. The procuratorate requested that He Zehua be held criminally responsible for the crime of accepting bribes and using his influence to accept bribes.
During the trial, the procuratorate presented relevant evidence, and the defendant He Zehua and his defender conducted cross-examination. The prosecution and defense fully expressed their opinions under the auspices of the court. He Zehua made a final statement and expressed his guilt and repentance in court.
Public information shows that He Zehua has worked in Jiangsu for a long time. He served as deputy director of the Provincial Tobacco Monopoly Bureau. In January 2000, he became the party secretary of the Anhui Tobacco Monopoly Bureau. In July 2003, he served as the deputy director of the State Tobacco Monopoly Administration. He retired in 2014. In January 2023, He Zehua, who had retired for nearly 9 years, was investigated.
A report issued by the Central Commission for Discipline Inspection and the State Supervisory Commission pointed out that He Zehua had selfish desires and was greedy. He had long-term illegal business operations and obtained huge economic benefits. After retirement, he still used the influence of his original position to benefit his relatives;
